  4. Sir,
I am a registered employee with Employees State Insurance Corporation (ESIC) bearing no. 4300736448 and is based in Guwahati. My mother, who is a Senior Citizen, met with an accident on the night of 30th May at about 9.30 PM and I immediately rushed her to the nearest hospital and after X-ray, she was advised for immediate treatment and to start the same a Reference Letter was sought from ESIC. Immediately, at around 00.30 AM on 31st May 2015 I visited the ESIC office and discussed the emergency matter with the resident Doctor. She opined that since the matter is related to the Orthopedic she is unable to provide any reference and advised me to come on 1st June 2015 when the Orthopedic doctor will be available. The advice of the resident doctor is no less than absurd as I have to keep waiting the patient for more than 34 hours without providing any medical treatment as she was in deep agony with severe pain. However, that morning having no alternative, I called the Superintendent over phone and narrated him the incident and requested him to arrange to provide me the necessary Reference but, he in return, nodded his inability to provide any help in this emergency case. Next day on 1st June 2015, I reached ESIC office with the patient sharp at 9.30 AM only to find that the orthopedic doctor was in OT. However, upon our prayer for an emergent hearing, the doctor consulted the patient and prescribed some medicines and advised us to consult him the next day. The next day also upon our arrival in the ESIC campus at 9.30 AM, he was again found to be in the OT. So, since his return to normal duty was unpredictable, I again met the Superintendent to arrange to provide reference so that I can initiate medical treatment to my mother, but he again refused to do so in the pretext that this was beyond his purview. Ultimately at around 2.30 PM, we could meet the orthopedic doctor. He inspected the patient and studied the Report and advised us to again go for an X-ray immediately. Having heard the learned doctor, we immediately went for the X-ray and returned to consult the orthopedic doctor only to find that he was gone for the day. More than 72 hours passed since my aging mother met the accident but till then could not provide her any medical treatment because of a simple reference to be provided by the ESIC.
I, therefore, urge upon you Sir to kindly arrange to streamline these offices deliver their duties in the time of need most efficiently and responsibly

    1. Dear Mr Banerjee,
What I as an ESIS doctor, gathered from your story is that probably the case was not fit for SST ie, cashless. Probably the ortho consultant wantedto treat the case at ESIS hospital, you cold have admitted the patient under his care for further care to avoid delay and hassles.
